Port Authority Of NY/NJ: No Records Of Contracts For All Major WTC Renovations Recommended By Year 2000 Property Assessment
The following is a November 25, 2009 Port Authority of New York and New Jersey Freedom of Information (FOI) reply to a request for copies of all contracts regarding renovation work within the World Trade Center towers recommended by the December, 2000 Merrit & Harris Inc. World Trade Center (WTC) property assessment entitled "Due Diligence Physical Condition Survey - World Trade Center". Such work included major renovations upon the core support columns contained within WTC towers 1 and 2 to be completed within one year of the December, 2000 report date, that included rust treatment and asbestos abatement. Records requested previously regarding major renovation work performed by known WTC contractors (Turner Construction) until the morning of September 11, 2001, were reportedly destroyed during the terrorist attacks. Turner Construction managed the controlled demolition of the Seattle Kingdome in 2000.
The following are Freedom of Information Act (FOIA) records provided by the U.S. Department of Energy (DoE) pertaining to nano-sized energetic materials research and development circa 2001. Along with various divisions of the U.S. Department of Defense, the DoE also developed nano-sized explosive materials circa 2001, similar to nano-sized explosive materials discovered in the dust created by the World Trade Center tower collapses on September 11, 2001 and reported by the 2009 study entitled

The following are additional Port Authority of New York & New Jersey World Trade Center property assessment Freedom of Information (FOI) records from the December 2000 Merritt & Harris Inc. report entitled "Due Diligence Physical Condition Survey World Trade Center", which contained recommendations for immediate major renovations throughout the World Trade Center complex during the year prior to the terrorist attacks of September 11, 2001.
Previously released portions included those recommending immediate renovations upon major steel support columns located within the elevator shafts of WTC towers 1 and 2 just prior to September 11, 2001.
Reports include focus on the WTC Retail Mall, WTC Subgrade, WTC Central Plant, WTC 4, and WTC 5.
As the aircraft attacks of September 11, 2001 unfolded at the World Trade Center, virtually maximum augmented GPS positioning quality for the entire daylight period was provided to the geographic coordinates for the World Trade Center.
GPS position quality is strongly affected by the number of GPS satellites visible to a GPS receiver and the orbital geometry of GPS satellites with respect to a GPS receiver. Augmented GPS signal receivers and Flight Management Systems that utilize augmented GPS signals for navigation and positioning purposes were scheduled to be contained by American and United airlines Boeing 757s and 767s by 2000.
"Factors that can degrade the GPS signal and thus affect accuracy include the following: Number of satellites visible - The more satellites a GPS receiver can "see," the better the accuracy; Satellite geometry/shading - This refers to the relative position of the satellites at any given time. Ideal satellite geometry exists when the satellites are located at wide angles relative to each other. Poor geometry results when the satellites are located in a line or in a tight grouping."
The Assistant U.S. Attorney for the District of Nevada recently explained that processing for release via the Freedom of Information Act, all records contained within the FBI investigative file regarding the terrorist attacks of September 11, 2001 would require one hundred and fifty years.
This information was contained within a communication under Federal Rule of Civil Procedure 408, pursuant to "Aidan Monaghan v. Department of Justice, Case No. 2:09-cv-00608-KJD-LRL".

In an attempt to get to the bottom of what really happened on 9/11, citizen investigator Aidan Monaghan has filed dozens of Freedom of Information Act (FOIA) requests with federal agencies such as the FBI, SEC, Department of the Navy, and the Port Authority of New York & New Jersey. Agency after agency has refused to comply with his requests, instead claiming that the information cannot be found, does not exist, was never properly filed, or even, from the FAA, that it was simply “not in a position to release said records at this time.”
The Freedom of Information Act was signed into law by President Johnson in 1966. It mandates that information held by federal agencies must be made available to any citizen requesting it, unless that information is exempt.
The capability to remotely transmit altered aircraft flight plan data via remote data link transmissions directly into Boeing 757 and 767 aircraft Flight Management Computers (FMCs) for use by aircraft auto-pilot functions, was technologically available circa 2001.
Developed in 1999 and technologically supported by the FANS-capable (Future Air Navigation System) Honeywell Pegasus Flight Management System (FMS) for Boeing 757s and 767s by 2000, Dynamic Airborne Reroute Procedure (DARP) technology enables aircraft course changes via modified flight plan waypoints remotely transmitted and installed into aircraft FMCs by VHF or SATCOM (satellite communications) transmission uplinks.
"Dynamic Rerouting, meaning the ability of controllers ... to change a filed routing once the flight is in progress ... "The new flight plan with all new waypoints goes into the data link to the comm satellite and is then downlinked into the FMSes of the individual aircraft," ... "And 'Wow,' say all the old pilots, 'Untouched by human hands!'" ... Our [dispatch] computer uplinks a route into the FMS that is identified as 'Route 2.' [You're already flying 'Route 1.']" 
The following are Port Authority of New York and New Jersey records released on August 4, 2009 regarding contracts for abatement of asbestos containing thermal protection upon the structural steel of World Trade Center (WTC) Towers One and Two, for the years 1995, 1996, 1997, 1998, 1999 and 2000.
This work was cited within the December 16, 2000 Merritt and Harris Inc. WTC property assessment entitled "Due Diligence Physical Condition Survey - World Trade Center", including such work upon the supporting steel core columns within WTC One and Two.
In a letter signed by Michael J. Heimbach, Assistant Director of the Federal Bureau of Investigation's (FBI) Counterterrorism Division, National Security Branch, it is claimed that a hypothesis regarding exclusive GPS guided autopilot control of the four aircraft destroyed during the terrorist attacks of September 11, 2001 is under review. The FBI notice is in response to receipt of a twenty page thesis describing the aircraft attacks of September 11, 2001 being potentially within the capability solely of autopilot and navigation systems of American Airlines and United Airlines Boeing 757 and 767 aircraft and upgraded Global Positioning System (GPS) technology circa 2001.
Naval "National Center for Energetics" Records Of Pre-9/11 Nano-Energetic Materials Development, Nonexistent Or Destroyed
The Indian Head Division of the Naval Surface Warfare Center, (a branch of the Naval Sea Systems Command or NAVSEA), described in 1999 as the "national center for energetics", "the only reliable source of aluminum nanopowders in the United States” and in 2008 as "probably the most prominent US center for nano-thermite technology", alleges via Freedom of Information Act replies that records "regarding research and development of nano-sized or Ultra Fine Grained (UFG) aluminum powders, nano-sized or Ultra Fine Grained (UFG) iron oxide powders or other metal oxide powders and Metastable Intermolecular Composites prior to 2002" do not exist. According to Indian Head, "research may have been conducted by Indian Head Division personnel but not submitted."
Records prior to 2002 of Indian Head's private sector partnerships regarding nano-sized energetic materials development and production, were reportedly destroyed per policy after seven years (or all such records prior to 2002).
Explosive, unreacted thermitic material containing nano-meter sized grains of intimately mixed aluminum and iron oxide, has recently been discovered in dust created by the collapses of the World Trade Center buildings on September 11, 2001.
According to a Freedom of Information Act reply from the U.S. Bureau of Transportation Statistics (BTS), the last known pre-9/11 flights for three of the four aircraft involved in the terrorist attacks of September 11, 2001 took place in December, 2000, nine months before the attacks, while no pre-9/11 final flight information was provided for American Airlines flight 77 (N644AA).
However, a discovered searchable online BTS database produces the following search results for three of the four 9/11 aircraft on September 10, 2001:

The following is a February 12, 2009 Freedom of Information Act (FOIA) reply from The Federal Emergency Management Agency (FEMA), within which it is stated that no records were located identifying what Department of Defense (DoD) service branch occupied the 25th floor of World Trade Center building 7 destroyed on September 11, 2001, as described in chapter 5, page 2 of FEMA's World Trade Center Building Performance Study.

Enhanced GPS service (WAAS) now in use by the U.S. commercial aviation industry and activated 13 months prior to the terrorist attacks of September 11, 2001, provided virtual aerial navigation corridors only 243 wide and a 95% confidence that an aircraft's true position will fall within such a corridor . Such corridors can be navigated entirely by autopilot and flight management systems scheduled in 1996 and 1998 to be contained by United and American airlines Boeing 757 and 767 aircraft like those used during the terrorist attacks of September 11, 2001.
Turner Construction, who supervised the 2000 demolition of the Seattle Kingdome, participated in the post-9/11 Ground Zero clean-up and performed extensive renovations within the World Trade Center towers just prior to 9/11, was in fact performing unspecified renovation work throughout the WTC complex until the very morning of September 11, 2001. The Port Authority of NY/NJ now claims that records describing such work or other projects were destroyed on September 11, 2001. A December 2000 WTC property assessment described required renovation work to be completed within one year, upon steel columns within elevator shafts of both WTC towers that was immediately pending or already underway.

12 employees of Turner Construction were located in an office in the third subbasement of Tower 1, the north tower. Turner had been performing renovation work in various parts of the center and had occupied various office spaces.
In 1997 Turner Construction also constructed the new headquarters for the Naval Sea Systems Command (NAVSEA). The Indian Head Naval Surface Warfare Center, a laboratory managed by NAVSEA was described during the 1990s as the "National Center for Energetics", the "Pentagon's jargon to broadly describe explosive materials, propellants and pyrotechnics" and as the "only reliable source of aluminum nanopowders in the United States".
Pre-9/11 WTC Steel Fireproofing/Post-9/11 Ground Zero Clean-Up Contractor, Planned 2000 Seattle Kingdome Demolition
Turner Construction Company, assigned to re-fireproof the steel frames of the World Trade Center (WTC) towers during the late 1990s, who also occupied space on the 38th floor of WTC 1 and was later assigned to quickly collect and remove the wreckage of the WTC towers destroyed during the terrorist attacks of September 11, 2001, also supervised the 2000 implosion of Seattle Kingdome during this same period.
