George Bush considered provoking a war with Saddam Hussein's regime by flying a United States spyplane over Iraq bearing UN colours, enticing the Iraqis to take a shot at it, according to a leaked memo of a meeting between the US President and Tony Blair.

Why would Saddam be more

Why would Saddam be more likely to fire on a U2 painted in UN colors? If the UN had authorized U2 flights (had they?), wouldn't he be as likely to fire on one of them? If the UN hadn't authorized the fake flight, wouldn't the fake immediately be discovered as the UN would deny it had lost a flight, unless the UN was in on the scam, and said one of its flights had been shot down? U2s fly very high- is it likely Saddam's people could've hit one, or even been able to discern the markings? Why use a U2 to provoke shots, a hard target- why not use a lower-flying aircraft? Unless, as w/ Op Nwoods, the plan was actually to blow it up and claim it was shot down, not wait and see if it actually got fired on- so were they going to switch out a genuine U2 flight? They have those connections in the UN? It's possible a fake quote was leaked for whatever reason, wouldn't be the first time- anyone have good answers to these questions?

You can't see the UN paint-job from the ground. I believe the idea is to entice them to shoot it down by it's behavior, then have photos of the crash reveal that it was a UN plane, insinuating that Saddam knew all along it was a UN aircraft.
