June 1, 2001 Memo

Can anyone tell me where exactly on the June 1, 2001 memo of the Joint Chiefs it states that Dick Cheney is to be placed in charge of NORAD?

In the summary of Crossing the Rubicon Ruppert concludes from his investigation:

Dick Cheney was placed directly in charge of managing the seamless integration of all training exercises throughout the entire federal government and all military agencies. On 9/11 Cheney oversaw multiple war games and terror drills, including several exercises of NORAD, the Air Force agency whose mandate is to "watch the sky."

The only thing I've seen that clearly puts Cheney in charge of anything is http://www.whitehouse.gov/news/releases/2001/05/20010508.html, which I think is one of Ruppert's sources above.

I'm aware of these articles and the pdf memo you provided. Alex Jones mentions the memo in "Martial Law" (shows it on the screen). Of it he says (paraphrasing) "Here's the memo telling the Generals they no longer have authority to order shoot downs". This is said in the context of Cheney now being the one with the power to order shoot downs. I just want to know where in that document it states that ---- the document itself is confusing to me.
