The film explains why the world after September 11, 2001 is less the result of a stray act of terror but the consequence of a series of fatal decisions made from 1945 onwards.

It's a decent primer

for people who have never heard of Operation Cyclone or BCCI.

Obviously it argues for blowback on 9/11. But I think it's good for offering people some context for understanding US government support for terrorism.

thanks for posting it. I agree with Simuvac's comments above. Another good film in this same vien is by the BBC (meh) called "The Power Of Nightmares", look it up on google vids.
