Can you point to the dialogue here that establishes a confirmation of a stand-down order? I don't see it.

Dayton is suggesting that incompetence has been covered up by the commission report. He nowhere (that I can see) suggests a stand-down was ordered.

Where does he confirm that?

Please provide a quote and the time on the video of the statement from which you draw that conclusion.

Are you still assuming that only Rumsfeld could order a shoot down, as you said in the Mineta blog? If so, you are mistatting the DOD regulations, as I explained at that blog, and as David Ray Griffin also explains on pages 49-50 of Debinking 9/11 Debunkng.

Dayton misrepresents the transponder issue -- FAA and the military do not need transponders to track planes. FAA gave coordinates of "Flight 11" to NEADS and Otis airbase, and they could not find the blip on their radar. David Ray Griffin dismisses this as an excuse for delay, and I agree that even if true it is not an excuse for delay, but the fact that NEADS could not find the planes on their radar should not be dismissed so lightly.
