We’re happy to report that the campaign to bring about a new investigation of 9/11 is picking up steam! Our petition drive is moving forward with the organizing of teams in each of the 5 boroughs in New York City. Their task it is to gather the required signatures in order to place the issue of a new investigation on the November 2008 NYC ballot.

Earlier this week, on primary day, one of our organizers collected 45 signatures at his local polling station within a span of 3 hours! His very first signature that morning came from a young Latino man who lost his aunt in the North Tower that awful day. Later that afternoon, another individual who lost a relative also signed the petition. These family members shared their belief that those entrusted to investigate 9/11 and hold people accountable simply failed to do so. It is clear that there is much popular support ‘on the street’ for a new investigation of 9/11.

Early on in this campaign, local organizers considered former Senator Mike Gravel as a potential member of our Commission, the body that will carry out a genuine investigation of the crime of 9/11. The politician who brought forth the Pentagon Papers within Congress and consequently, to the American public, Gravel also led the drive to end the Viet Nam draft. He is probably the nation’s leading educator on the initiative process. See for yourself at Last fall we learned from his staff that he had become aware of the community of 9/11 alternative researchers and the presence of a significant movement. From this awareness he became willing to publicly endorse the Jersey Girls’ call for a new investigation of 9/11, while at the same time resolved to publicize and work on behalf of the first responders and their need for medical care. Now, we are very pleased to announce that Senator Gravel has agreed to serve on the Commission which would be created by the NYC 9/11 Ballot Initiative to “conduct a thorough, fact-driven investigation into the events of September 11th, 2001”. This is indeed a very positive development!

We are also happy to report that award-winning actress Christine Ebersole, who is now appearing in the Broadway show “Applause,” and is receiving rave reviews, has agreed to be a spokesperson for the campaign. A riveting speaker at a petition campaign rally some months ago, she will serve along with family members Bob McIlvaine, Donna Marsh O’Connor and Bill Doyle, who have also come on board.

People: The need for a new investigation has never been more important, nor timely. Everyday, new developments signal the deepening dangers that an unchecked and unaccountable executive breeds. Meanwhile, the Bush administrations’ house of cards continues to crumble. Consider these recent news items which underscore the need for the NYC 9/11 Ballot Initiative:

On December 22nd we learned of the destruction of tapes of interrogations of key detainees at Guantanamo suspected for involvement with 9/11 which involved the use torture by the CIA. Although all information relevant to the work of the 9/11 official investigation had been requested by the Commission, this evidence was withheld. According to Tom Kean and Lee Hamilton, the “CIA made a conscious decision to impede the panel's inquiry”.1 This calls into question whether additional evidence supplied by intelligence agencies are factual or political.

In early January, reports surfaced of a potentially hostile clash in the Straits of Hormuz involving the U.S. naval fleet and several Iranian patrol boats. Video news footage offered of the incident, coupled with slanted reporting, alluded to the potential of a U.S.S. Cole-type attack. As it turned out, Gareth Porter, a historian and national security policy analyst, revealed on Democracy Now, that video and audio-tape of the incident had been doctored, and that a Vice Admiral had in fact stated that U.S. ships were never in danger.(1) The event had the markings of what students of history have come to know of as a “false-flag” attack; a scripted, manufactured incident designed to justify aggression and deflect blame away from the truly guilty.2

On January 9th, INN World Report, a nightly alternative news show seen on DISH Network and heard on as many as 165 radio stations, reported that a Freedom of Information Act request by the Federation of American Scientists had revealed that according to declassified NSA documents, the Gulf of Tonkin incident, which launched the U.S. escalation into the Viet Nam War, was too a faked event. Although this information had been in circulation for many years, we now have official documented evidence of the veracity of this claim, namely that the U.S. government staged the incident in order to sell it’s war plans.3

On January 6th, the UK Times reported that FBI whistleblower, Sybil Edmonds, responding to an article it published regarding the training of terrorists in Turkey, stated that U.S. agencies colluded in the transferring of nuclear bomb technology to the nation of Pakistan. According to Edmonds, Pakistan’s senior intelligence official, Mahmoud Ahmad, the same individual who ordered a wire transfer of $100,000 to Mohammad Atta, purported lead 9/11 hijacker, was centrally involved in the nuclear transfer. The Times interviewed FBI and CIA officers who corroborated Edmonds information. Of course, she has more information, information pertinent to 9/11, which she would like to bring forth, which will only come to light in the context of a truly independent investigation of 9/11.4

On January 11th, Yukihisa Fujita, member of the Japanese Democratic Party, posed piercing questions about 9/11 in a public hearing of Japan’s defense commission. Questioning the official account of the “exploding towers”, WTC7 and the Pentagon, he asserted the need for a new investigation of 9/11. He based this declaration on the fact that since 24 Japanese citizens died on 9/11, his call for a new investigation of the attack was warranted.5

On January 23rd, a report entitled, “The War Card: Orchestrated Deception On The Path To War,” was released by the Center For Public Integrity, listing 935 lies told by the Bush Administration. According to the report, a “carefully orchestrated campaign” of falsehoods by seven senior Bush administration officials was marketed to the public, amounting to a wholesale deception of the American people. News of the Center’s report was carried by MSNBC’s Keith Olbermann and across a wide array of other media outlets. With growing skepticism of anything that has or may emerge out of the mouths of administration officials, one can only ask how anyone can believe anything this government has told us about 9/11.6

On February 3rd, news reports heralded the release of a book called, "The Commission: The Uncensored History of the 9/11 Investigation." Authored by New York Times journalist Phillip Shenon, the book details close collusion between Whitehouse strategist Karl Rove and 9/11 Commission Executive Director Philip Zelikow during the course of the sham-investigation. This is not surprising, given the nature of the commissions’ objective, which was to construct an official narrative (false-myth) which would serve as a basis for the neo-con war agenda. Fortunately, it seems that any pretense to the claim that the federal 9/11 commission was independent is hereby, with the publication of this book, finally laid to rest.

Finally, a New York Times, February 9, 2008, front-page story announced that “military prosecutors are in the final phases of preparing the first sweeping case against suspected conspirators in the plot that led to the deaths of nearly 3,000 Americans on September 11, 2001, and drew the United States into war.” And if that’s not sufficient, the piece goes on to state that “establishing culpability for the terrorist attacks of 2001” has been “a longtime goal of the Bush administration.” The article clearly signals an attempt on the part of the Bush junta to play up the false-narrative of 9/11 as a run-up to the 2008 election. But more importantly, it may represent an attempt to mis-direct, distract, confuse, and obstruct the building momentum here in New York City for a new investigation of 9/11, one which will surely “establish culpability,” and place the blame squarely where it belongs…

Establishing culpability and securing justice is a longtime goal of all people of conscience throughout the world. This is exactly what can be accomplished through the NYC 9/11 Ballot Initiative. We are calling all NYC voters to go to, download the petition, fill it out and mail it in. Also, sign our Guest Book, check in for updates, volunteer to gather signatures, organize outreach and fundraisers, make an urgently needed donation. All of you around the country can help out as well. We have a lot to accomplish in the coming 2-3 months. We now have the power to redirect the course of history towards the revelation of truth, which will give birth to justice, for the victims of 9/11 and all those effected by the subsequent “war on terror.” Together we cannot fail. Our Mission

The NYC 9/11 Ballot Initiative Campaign is committed to a thorough, transparent, and non-partisan examination of the facts surrounding the crimes of September 11, 2001, to be accomplished through the creation of an independent, investigative body, a Citizen’s Commission, staffed by competent, professional individuals of the highest caliber. The Commissioners will be mandated to search for the truth, wherever that search leads, without prejudice or preconception, and to recommend the best course, as they see it, to achieve justice for all those involved in, and affected by, the 9/11 terror attacks.

We neither endorse nor espouse any theories or conclusions other than those that will grow out of a responsible, thoughtful, judicious, and comprehensive examination of the facts. We welcome and encourage the support of all Americans, as well as concerned citizens around the world.

We are sponsoring a November 2008 General Election ballot initiative which will allow the voters of New York City to mandate, through public referendum, directly and democratically, the formation of a new Citizen’s Commission to Re-Investigate 9/11. Armed with subpoena power, the Citizen’s Commission will re-examine the facts and the hundreds of unanswered questions surrounding the September 11, 2001 terror attacks and their aftermath.

We do so because we firmly believe that the victims of the 9/11 attacks have yet to receive proper justice. We firmly believe as Americans we have a moral obligation to take the necessary steps to obtain that justice.

We assert as fact that no authorized, sanctioned body at any level of government has properly investigated the crimes of 9/11, nor the environmental aftermath of the World Trade Center collapses. The extent to which these environmental consequences have negatively affected the health of first responders and others exposed is well known. The fact that almost none of the more than $1.5 billion allocated for the healthcare of our nation’s heroes has been utilized for its intended purpose is a national disgrace. Our heroes deserve better than this. They need medication, not litigation; respect, not neglect.

We believe that Congress and our politicians have forsaken us. Now is the time for all patriotic Americans to unite-in-action in order to secure justice for our fallen, justice for our heroes, and justice for our country and the world.

And we can.

New York State Home Rule Law #37 allows for the citizens, through ballot referendum, to vote directly on whether or not a new investigation will take place. In doing so, it allows for the creation of a Citizen’s Commission to Re-Investigate 9/11.

We, of the NYC 9/11 Ballot Initiative, have initiated a petition drive in order to secure the required number of signatures of registered voters necessary to get the referendum on the November 2008 New York City ballot. We have until May 1, 2008 to do so.

About the investigation:

How will a new investigation proceed?

This investigation will be non-partisan and independent of government control. A panel of Commissioners will conduct hearings to evaluate evidence provided by teams of researchers including new evidence since the termination of the Kean/Hamilton Commission. These teams will compile evidence on every possible category of investigation. They will question witnesses, experts, and issue subpoenas when necessary. The scientists, legal counsel, researchers and investigators who make up the commission are all committed to finding the truth, following the trail of evidence, wherever it may lead. Finally, the Commission will publish a one or more reports.

Does this investigation support a 'conspiracy theory?'

No. The 9/11 Ballot Initiative is committed to an independent, thorough, transparent, and non-partisan examination of the facts surrounding the events of September 11, 2001. The Commissioners will be mandated to search for the truth, wherever that search leads, without prejudice or preconception, and to recommend the best course, as they see it, to achieve justice for all those involved in, and affected by, the terror attacks upon the United States.

The quest for truth and justice is our sole agenda. We neither endorse nor espouse any a priori theories or conclusions other than those that will grow out of a responsible, thoughtful, judicious, and comprehensive examination of the facts. We welcome and encourage the support of all Americans, as well as concerned citizens throughout the world.

Will a new investigation work to obtain justice and necessary benefits for 9/11 First Responders and others who were at the scene?

Yes. Up to 70% of First Responders and others afflicted have become ill or died, or will likely become ill in the future. There are also reports of birth defects in children of the afflicted workers. The illnesses that have been reported in workers include cancers of the lung, throat, tongue, testicles, breasts, bladder, kidney, colon, intestine, and rare blood cancers, as well as other cancers such as lymphoma, leukemia, Hodgkin's disease and myeloma. The government has yet to allocate the necessary funds to deal with this health crisis, consistently refusing to acknowledge that any of these people are sick because of 9/11. Congress allocated $1 billion to a fund for First Responders and other injured parties, under the name World Trade Center Captive Insurance Company, but so far, none of the over 8,000 sick and injured workers claims filed toward this fund have been granted. To make matters worse, many have suffering terrible financial losses from medical expenses and inability to work.

The Petition:


1. The title of this local law is “Act to Create a Temporary Independent Commission to Investigate 9/11”.
2. An independent, temporary NYC commission (the “Commission”) is hereby created to conduct a comprehensive, fact-driven investigation into the events that took place on 9/11, as well as to thoroughly examine related events before and after the attacks, including any activities attempting to hide, cover up, impede or obstruct any investigation into these 9/11 events, following wherever the facts may lead. The Commission shall publish one or more reports of their findings.
3. The Commission shall consist of up to 15 Commissioners including Dr. William Pepper (international attorney), Ralph Schoenman (historian), Dr. Edgar Mitchell (Apollo 14 astronaut), Lincoln Chafee (former Senator), Splitting-the-Sky (Mohawk tribal member), Lorie Van Auken (9/11 widow), Ed Asner (actor/activist), Bishop Thomas Gumbleton (Roman Catholic) and others to be appointed by majority vote of the Commission members to bring the Commission up to as many as 15 members and to fill any vacancies thereafter from nominees proposed by any member of the Commission. The Commission shall have a duty to maintain the number of Commissioners at no less than nine and to fill vacancies promptly.
4. The Commission shall act by majority vote, adopt its own Rules of Procedure and shall choose its Chairman, Vice Chairman, Treasurer and Secretary.
5.The Commission shall have the power to issue subpoenas for documents and testimony, take and record testimony, and to apply to the appropriate federal, state, out-of-state or foreign courts for the issuance of subpoenas, Letters Rogatory, or Applications for Mutual Assistance, for service upon persons, corporations, agencies or other entities beyond the subpoena power granted to the Commission.
6. The Commission shall have no authority to act beyond 3 years from the date of their creation by the voters of NYC, except by extension of term and financing through NYC legislation enacted by the City Council or Mayor, or by vote of the electorate at a general election, pursuant to appropriate statute such as Section 37 of the Municipal Home Rule Law or Section 40 of the New York City Charter or other law.
7. The Commission shall have a budget of $10,000,000 per year, for the conduct of its investigation and related activities. Financing shall be entirely drawn from private contributions. No public funds shall be requested or accepted. Pledges and/or promissory notes of specific contributions from wealthy private individuals are being obtained with payment subject to enactment of the Initiative by the voters of New York City. A substantial five figure seed money fund has been established as of January 2008, and a world wide internet fund raising campaign has been launched. In addition, four prominent citizens have pledged substantial matching fund contributions. Celebrity parties, concerts and other fund raising gatherings and activities are also being planned to take place throughout the months of the Petition drive. Cumulatively, these sources will provide for the funding of the investigation.
8. Commission disbursements shall require the signatures of at least two Commissioners serving under the Treasurer on the Commission’s Finance Committee which shall consist of a total of three Commissioners appointed by the Commission. The Commission’s finances and accounts shall be audited each year by an independent public accounting firm appointed by the Commission.
9. The Commission will also endeavor to consider the effects of the 9/11 attacks on the health and well being of police, firefighters, the enormous numbers of other first responders, local residents and others affected, and examine ways and means of alleviating the health care crisis which afflicts many of the above through the enforcement of their the right to health care services and compensation.
10. As a law-enforcement agency, the Commission shall have the right not to publicly disclose activities of a secret or confidential nature and shall have the duty of recording the taking of testimony by film or video, and the duty of providing an opportunity for CSpan and other television networks, stations and programs to broadcast Commission proceedings on a live or other basis.
11. Each Commissioner shall be paid a base annual salary of $112,500 (or such other base salary as is then being paid to members of the New York City Council) and the same benefits received by such members, plus reimbursement of out-of-pocket expenses actually incurred on behalf of the Commission, economy air and train fares to and from a Commissioner’s residence outside of New York City.
12. Commissioners may come from any part of the world and shall not be required to maintain a residence in New York City or New York State.
13. The Commissioners are not required to devote 100% or substantially all of their time to the work of the Commission and it is expected that Commissioners will be able to continue with non-conflicting activities.
14. The Commission by a majority vote shall have the right, to seek indictments in any relevant Court located in the City of New York, or elsewhere and, at its discretion, to work with existing prosecutorial agencies or to seek the appointment of a special prosecutor under Section 701 of the New York County Law.
15. Accordingly, the Commission shall have the power to seek the appointment of a special prosecutor anywhere within New York State or in any other State, country or jurisdiction.
16. The Commission as a temporary investigative office of New York City shall, during its lifetime, enjoy the same immunities, privileges and prosecutorial discretion granted under law to elected prosecutors.
17.No New York City employee, past or present, shall have the right to avoid testifying before the Commission based on any prior agreements not to disclose or testify with any officials or agencies of New York City or other governmental agency; the Commission has the power to maintain secrecy and confidentiality of testimony or other disclosures where appropriate.
18. The Commission shall have the power to hire and fire clerical and other employees, attorneys, accountants, paralegals, experts, consultants and others in performance of their respective duties.
19. The Commission shall have the power to enter into contracts; and to create and enforce its rules.
20. This law shall be construed liberally to enable the Commission to conduct an independent investigation into 9/11, and issue one or more reports on the Commission’s investigation, and create one or more websites to provide public information about the work of the Commission.
21 If any provision of this law is held to be unconstitutional or invalid for any reason, the remaining provisions shall be in no manner affected thereby but shall remain in full force and effect.

Can someone provide some details?

Can someone please provide some details regarding who exactly will provide oversight for this investigation?

Will William Pepper himself assume all responsibility for determining the breadth and scope of the investigation?

Who is deciding exactly whom shall be seated as commissioners on this 'citizen's commission?'

For example - one commissioner Edgar Mitchell states openly that the USA is covering up alien UFO visitations:

"This suggests there are humanoids manning craft which have characteristics not in the arsenal of any nation on earth that we know of. That is very alarming," he said.

Isn't this exactly the sort of thing we should avoid?

Who will decide exactly WHAT avenues of investigation will be explored - and what will NOT be explored.

Since this initiative is being forwarded by Les Jamieson - will it include some of his previous choices for participation and research - namely, Dr. Jim Fetzer, Judy Woods, Webster Tarpley, UFO advocates, holocaust denial, etc etc?

Shouldn't any citizen's commission investigating 9/11 include the victim's families as an executive steering committee?

and lastly - are any of these legitimate questions?


Regarding the involvement of Les Jamieson & others.

I received this note from William Pepper in response to concerns that some people have regarding the involvement of Les Jamieson, ny911truth, and other 9/11 Truth organizations;

"While 9/11 Truth organizations all over the world, including New York City, are encouraged to support the establishment of the Commission for a re-investigation of the events surrounding 9/11, and also provide feedback and input in terms of this effort, none of these organizations, or their leaders have any control over the Commission or its ultimate search for the truth. Les Jamieson, for example, although long associated with the NYC 9/11 Truth organization is solely involved as the Coordinator of Volunteers. All staff will be supervised and monitored by the Commission and its relevant sub-committees."


Lorie Van Auken is one of the Commissioners;

I'm positive that her concerns and other family member concerns filtering through her, will be heard.

I don't know if Pepper is in complete control of the direction of the Commission, however, reviewing his work on the Martin Luther King case leads me to believe that he will exert a VERY positive influence on the Commission;

If Pepper had a good firewall to disinfo, why has he participated in Les's events for the past several years with Judy Wood, Alfred Webre, Jim Fetzer, etc., even after several people warned him? That's what concerns me.

I'm sure he's excellent in many ways, intelligent, experienced, caring, etc., but I don't think it makes sense to say he has a firewall to disinfo when he will agree to get on the same stage as those advocating utter nonsense about 9/11/01 and who are known disruptors -- that only lends unwarranted credibility to nonsense.

Ditto for SOME family members. They are wonderful and great people, extremely courageous, but anyone can fall for this stuff and think it's okay to have just a little bit of nonsense, or not even really be aware of the nonsense, and they are not inherently immune.

I just think we need to be realistic and not make blanket assertions.

I appreciate that the line-up of Commissioners has changed.

But I see that JohnA's question is not answered except for this one statement that Les will only be coordinating volunteers -- that might prove to be a relevant task to funneling UFO people into the effort. While it's fine to believe in UFOs, Les' work seems to have an exceptional number of people advocating UFOs, and the reality is that public UFO advocates can sometimes be people who prey on others (i.e.,Laura Knight Jadczyk's cult) , will embrace nonsense or abuse in a movement, or may have a particular interest in selling themselves. This will likely only cause more problems than they can solve. (Naturally I'm not talking about all UFO believers, but it's hard to deny that this kind of stuff isn't known in the area of UFO work).

One person I know has said that "any citizen's commission that does NOT include members of the victim's families - as an executive oversight panel - lacks credibility."

I tend to agree.

For example, who runs the website? It's registered to Les.

Who reads the mail that comes in there? Les?

Who deals with the donations? Appears to be Les . ..

So already it would seem he is doing much more than just coordinating volunteers -- who reads the mail to the site, who handles the donations, are pretty much the most important bottlenecks for any project.

As of 2007 he was still promoting Jim Fetzer. Probably continues to.

Think about it.

These concerns can not be bypassed. This is too important!

John and Victronix raise some very important questions that have been raised elsewhere and yet not been adequately answered.

No one seems to be able to answer that question. Not everyone understands just how much Les supports the 'big tent' and the inclusion of all the worst this movement has to offer. In my eyes, being the coordinator of one of the most prominent 9/11 groups in the country, and supporting the inclusion of people like Eustice Mullins, he is as much a liability to this movement as people like Fetzer and Wood.

I've worked closely with Les and he is in my opinion one of the least sincere and least discerning people I've met in the movement. And yet Pepper seems to want to work with him. Is this just a matter of expedience? If it were, one might assume that Les is good at getting people involved in action. But that has not been the case. Actually, Les has presided over the least productive period for NY911Truth since it was founded.

Starting things off on the wrong foot and then working to make something solid is totally inefficient. Starting with the wrong group of participants and then trying to force some of them out is divisive. Having people run any part of a project who are not well trusted is a recipe for disaster.

Its really important that people distinguish between a good concept and a well laid plan. Having a ballot initiative to secure a new investigation seems like a good plan. The manner in which this plan is being coordinated may undermine its potential.

If these concerns are not addressed before things move forward to any significant degree, there may very well be significant problems that could seriously embarrass the movement or even undermine our efforts. For that reason, offering critique and asking questions now is essential.

So, who's running the show and how were they chosen? I want answers.


There are certainly good people involved with this initiative, and I hope it is successful., but I think these concerns deserve to be addressed and I share them.

We have seen time and time again how nonsense is injected to discredit 9/11 truth, and the credibility of this commission could be comprised.

It would be helpful to communicate directly to Pepper these concerns, since he has had his own experiences with disinformation and agent provocateurs. He knows the history, and he should implicitly understand the dangers of 9/11 disinformation and how they can be used to discredit such a potentially important and historic proposal.

It's likely he doesn't read blogger, nor would it be certain that an email sent to the website with such concerns would reach him.

Each Commissioner should have an email contact on the site where average people could reach them. They should not be virtually unreachable or have the response to their work filtered through one person who hosts known disruptors in the movement to put on stage for the public.

Ever since the West Hartford 9/11 Conference, meeting Les Jamieson, and learning of William Pepper's involvement on the Commission for a new 9/11 investigation, I am convinced there is no other more positive way to actually investigate or reveal the truth to the events of September 11, 2001.

Why is "he" involved? 

First Les and now Frank--is someone trying to do me in with shock?

People need to get it in gear or this is going to be sabotaged.  And  I speak as a supporter.
