Boyle may have been surprised as anyone at the FBI's behavior? I suspect, Boyle like most of us, didn't expect the FBI to react with conduct consistent with cover up.

Here's another interesting tidbit floating on the net about Marion "Spike" Bowman's bonus:

FBI Director Robert Mueller personally awards Marion (Spike) Bowman with a presidential citation and cash bonus of approximately 25 percent of his salary.
