I thought telling "the story" from the perspective of a single murder might help some to understand.

"And police officers who in the earlier stages of investigation were trying to do a thorough job and found some clues the current detective is busy ignoring are being demoted or even fired from the PD."

I have thought about handing out A5 leaflets with "9/11: Press for truth" stuff on one side and something similar to your clip on the other side but more condensed.
The only reason I have wondered whether to is your first sentence "imagine a relative yours has been brutally murdered". I wonder how people might react to that.
What do others think?
