NFPA 921 does not mandate testing for explosive residue
If one reads NFPA 921 carefully in the definitions section one will note that 921 is categorized by the NFPA as only a "guide." The word "guide" is in the title as well. As such, 921 is not an enforceable code and therefore does not and cannot mandate any requirement such as testing for explosive residue.
As critics we can accurately say that NIST clearly violated the *intent* of NFPA 921 - particularly in light of all the evidence - but NIST did not, in the strictest sense, violate the NFPA because, by their own definition, NFPA "guides" are not enforceable and this includes NFPA 921.
