The morning of 9/11, a highly secret plan was activated for the first time. Called continuity of government (COG), it dated back to the cold war and had originally been designed to ensure the U.S. government would continue to function in the event of a nuclear war. According to author James Mann, this little-known plan "helps to explain the thinking and behavior" of the Bush administration, "in the hours, days, and months after the terrorist attacks on September 11, 2001." Thousands of key federal employees are being whisked from the Washington area by helicopter and car for a three-day test of their ability to run the government from remote locations during a disaster.

The exodus, which began yesterday and will continue today, involves the White House and other parts of the executive branch. Congress and the judiciary are not part of the exercise, which is being overseen by the Department of Homeland Security.

Since the late 1990s, every federal agency has been required to have a plan to quickly resume operations after a catastrophe. But the response to the Sept. 11, 2001, terrorist attacks raised doubts about many agencies' preparations.

In August 2007, Congressman Peter DeFazio, a member of the House Homeland Security Committee, told the House that he and the rest of his Committee had been barred from reviewing parts of National Security Presidential Directive 51, the White House supersecret plans to implement so-called "Continuity of Government" in the event of a mass terror attack or natural disaster. (1)

Norm Ornstein, of the conservative American Enterprise Institute, commented, "I cannot think of one good reason" for denial. Ornstein added, "I find it inexplicable and probably reflective of the usual, knee-jerk overextension of executive power that we see from this White House." (2)

The story, ignored by the mainstream press, involved more than the usual tussle between the legislative and executive branches of the U.S. Government. What was at stake was a contest between Congress's constitutional powers of oversight, and a set of policy plans that could be used to suspend or modify the constitution.

According to the ACLU, "A newly disclosed secret memo authored by the Department of Justice's Office of Legal Counsel (OLC) in March 2003 that asserts President Bush has unlimited power to order brutal interrogations of detainees also reveals a radical interpretation of the Constitution's Fourth Amendment protection from unreasonable search and seizure. The memo, declassified yesterday as the result of an American Civil Liberties Union lawsuit, cites a still-secret DOJ memo from 2001 that found that the "Fourth Amendment had no application to domestic military operations." The October 2001 memo was almost certainly meant to provide a legal basis for the National Security Agency's warrantless wiretapping program, which President Bush launched the same month the memo was issued. As a component of the Department of Defense, the NSA is a military agency."

One basic point--while it only makes sense to urge these officials to take a certain position or action, the likelihood of their actually doing so seems to me to be of lesser concern, at this point, than simply letting as many people in Washington as possible know (and people can feel free to contact state capitols as well) that we are alert to what is likely coming, that we are not about to be deceived, and thereby make it less likely that such a false-flag attack will actually be carried out, by demonstrating that a climate of opinion exists wherein the potential gains afforded by domestic false-flag terror are reduced and the potential risks are heightened.

As a member of the U.S. House on the Homeland Security Committee, DeFazio, D-Ore., is permitted to enter a secure "bubbleroom" in the Capitol and examine classified material. So he asked the White House to see the secret documents.

On Wednesday, DeFazio got his answer: DENIED.

"I just can't believe they're going to deny a member of Congress the right of reviewing how they plan to conduct the government of the United States after a significant terrorist attack," DeFazio says.

Scott calls for the questioning of Cheney under oath regarding his actions on the morning of 9/11, and suggests that this could lead to his impeachment.

President Bush issued a formal national security directive yesterday ordering agencies to prepare contingency plans for a surprise, "decapitating" attack on the federal government, and assigned responsibility for coordinating such plans to the White House.

The prospect of a nuclear bomb being detonated in Washington without warning, whether smuggled in by terrorists or a foreign government, has been cited by many security analysts as a rising concern since the Sept. 11, 2001, attacks.

The order makes explicit that the focus of federal worst-case planning involves a covert nuclear attack against the nation's capital, in contrast with Cold War assumptions that a long-range strike would be preceded by a notice of minutes or hours as missiles were fueled and launched.
