CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT
TO CERTAIN TERRORIST ATTACKS
Consistent with section 202(d) of the National Emergencies Act, 50 U.S.C. 1622(d), I am continuing for 1 year the national emergency declared on September 14, 2001, in Proclamation 7463, with respect to the terrorist attacks of September 11, 2001, and the continuing and immediate threat of further attacks on the United States.
Because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency, must continue in effect beyond September 14, 2009. Therefore, I am continuing in effect for an additional year the national emergency the former President declared on September 14, 2001, with respect to the terrorist threat.
This notice shall be published in the Federal Register and transmitted to the Congress.

Ten months before the September 11, 2001 terrorist attacks, Secretary of Defense Donald Rumsfeld approved an updated version of the U.S. Army's secret operational Continuity of Government (COG) plans.
A draft document published by the whistleblowing website Wikileaks entitled, "Army Regulation 500-3, Emergency Employment of Army and Other Resources. Army Continuity of Operations (COOP) Program," dated 19 January 2001, spells out changes in Army doctrine.
Issued by Headquarters, Department of the Army and signed off by Secretary of Defense Donald Rumsfeld and the Secretary of the Army, the document is affixed with a warning: "Destruction Notice: Destroy by any method that will prevent disclosure of contents or reconstruction of the document." The restricted document as published by Wikileaks states:
History. This regulation is a revision of the original regulation that was effective on 10 July 1989. Since that time, no changes have been published to amend the original.
“In the United States of America there is a hidden government about which you know nothing.”
So begins a revealing television exposé aired by CNN in 1991. The hour-long Special Assignment presented the findings of a yearlong CNN investigation into the ultra-secretive Continuity of Government (COG) program, commonly referred to as the “doomsday government” or the “shadow government”.
The COG program was originally designed in the 1950s to ensure the survival of the federal government in the event of a nuclear attack. The highly secretive emergency plans were substantially upgraded during the 1980s and have become a focus point of the current administration, particularly since the terrorist attacks of September 11, 2001.
WANTED: Confirmation of whether or not the Constitution is DEAD or ALIVE.

Details: This website provides evidence that Continuity of Government plans were actually instituted on 9/11, and may still be in effect. If true, America will not be able to end its nightmare until this fact is revealed to the public and until the COG plans are rescinded.
The entire Homeland Security Committee of Congress asked the White House to see documents related to Continuity of Government Plans, and the White House refused to share them, even though that committee has full security clearance to view such plans. In addition, Professor Peter Dale Scott asked Congressman DeFazio whether or not Continuity of Government plans were currently in effect, and that DeFazio responded that he did not know.
How to Claim Reward: Find out the answer to the simple question: are Continuity of Government plans currently in effect? No executive branch waffling or double-speak. Just a yes or no answer.
