General Richard Myers was the highest-ranking military officer in the country when America came under terrorist attack on September 11, 2001, and yet he appears to have done nothing that would have helped protect the nation while the attacks took place.

Myers was, in September 2001, vice chairman of the Joint Chiefs of Staff--the second-highest-ranking officer in the U.S. military. However, when the 9/11 attacks occurred, General Henry Shelton, chairman of the Joint Chiefs of Staff, was out of the country and so Myers was the acting chairman of the Joint Chiefs of Staff and took on the chairman's responsibilities until Shelton returned to the United States late in the afternoon of September 11.

The White HouseFirefighters were called out to a major incident that supposedly occurred at the White House, minutes after the Pentagon was attacked on September 11, 2001. The Secret Service had reported that a plane had crashed into the home of the U.S. president, the building was on fire, and there had been a structural collapse. However, when members of the District of Columbia Fire Department arrived on the scene, it quickly became apparent to them that no such incident had taken place and they were promptly ordered to leave.

While it might be claimed that this incident was merely the result of confusion in the middle of an unprecedented crisis, there is an alternative explanation for it. Evidence suggests the Secret Service could have been running a training exercise on the morning of September 11, which included the scenario of a plane crashing into the White House.

On 5/7/2009, New York Times columnist Frank Rich went on the Rachel Maddow show, and shared his belief that the DoD Inspector General's office's investigations over the years may have been cover-ups that were "carried out in response to "orders from above." He said that any report "over the past five or six years during the war in Iraq" may be suspect, and that "there may be a much bigger story here."

In 2006, two reports were released from the DoD Inspector General’s Office. One on 8/5/2006, and one on 9/21/2006.

Donald Rumsfeld Was Concerned about a Possible 'Modern-Day Version' of Pearl Harbor

A couple of new timeline entries deal with Secretary of Defense Donald Rumsfeld's preoccupation, in the months before 9/11, with the Japanese attack on Pearl Harbor, Hawaii, in December 1941 that led America to enter World War II. In March 2001, Rumsfeld sent members of the Joint Chiefs of Staff a copy of the foreword to a book, which discussed the US government failures that led to the attack on Pearl Harbor. And in July that year, he wrote a note to himself in which he expressed his fear of the United States experiencing a "modern-day version" of the attack on Pearl Harbor.

Other senior officials talked, in the months before 9/11, about the possibility of a Pearl Harbor-like event happening in the future. In June 2001, Army General Tommy Franks, commander in chief of the US Central Command, gave a speech in which he said the US needed to prepare for an "asymmetric" attack resembling the attack on Pearl Harbor. And on the day before 9/11, Charles Nemfakos, deputy under secretary of the Navy, said during a briefing that the US would have to suffer an attack comparable to the attack on Pearl Harbor before it would address the problems with its defense policy.

Air Force Secretary and Chief and Chief of Staff Learned of Attacks during Meetings

Several new timeline entries detail the actions of James Roche, the secretary of the Air Force, and John Jumper, the Air Force chief of staff, on September 11. Roche was alerted to the first plane crash at the World Trade Center during a meeting with several congressmen in his office at the Pentagon, in which the subject of Islamic fundamentalism was being discussed. Jumper, meanwhile, learned about the crashes at the WTC during a routine staff meeting, but he continued the meeting instead of responding right away.

After Jumper headed upstairs to Roche's office, the two men were escorted to the Air Force Operations Center in the basement of the Pentagon shortly after the building was attacked, at 9:37 a.m. When they arrived at the Operations Center, they started assisting the Air Force's response to the attacks.

In a 2004 U.S. Senate hearing, Senator Mark Dayton remarked that “this country and its citizens were completely undefended” for “109 minutes” on 9/11.[1] Dayton went on to clarify that officials within the North American Aerospace Defense Command (NORAD) had covered up the facts about the lack of air defenses by lying to the 9/11 Commission, to Congress and to the American people. And they were not held accountable.

One man was most responsible for both the air defense failures and the lying that covered it up. U.S. Air Force General Ralph Edward Eberhart had taken over command of NORAD from General Richard Myers in February 2000. The position included leadership of all air defense operations in North America and, also, the U.S. Space Command. Therefore, on 9/11, Eberhart was the man most responsible for failure to intercept the four hijacked aircraft over a period of nearly two hours.

New 9/11 Timeline Entries: Nuclear War Exercise on 9/11, NORAD Commanders' Delayed Response to Attacks, and More

New timeline entries describe how NORAD--the military organization responsible for defending US airspace--regularly launched fighter jets in response to suspicious aircraft in the years before 9/11, with fighters able to take off within minutes of a scramble order.

On 9/11, the U.S. Military Was Preparing for a Simulated Nuclear War

While September 11, 2001 is well known as the day when the U.S. suffered its worst terrorist attack, what is little known is that it was also a day when large sections of the armed forces around the nation had been preparing to fight a simulated nuclear war, as part of major training exercises being conducted at the time. In their annual exercises "Vigilant Guardian" and "Global Guardian," the North American Aerospace Defense Command (NORAD) and the United States Strategic Command (Stratcom) were scheduled to carry out what has been described as a "simulated air war," a "full-blown nuclear war" exercise, a "fictional nuclear war," and a "practice Armageddon."

No official attempts have been made to fully investigate these exercises and what effect they had on the military's response to the 9/11 attacks. But evidence indicates they caused at least some confusion over what was "real-world" and what was simulation, and they may also have been a factor behind the communication problems experienced by military personnel that day. Other evidence suggests that some actions that have been presented as reactions to the terrorist attacks may actually have been related to these exercises--actions such as raising the alert status of American armed services to Defcon 3 and closing the huge "blast doors" to NORAD's operations center in Cheyenne Mountain, Colorado. There is also evidence that other "practice Armageddon" exercises were being conducted at the time of the 9/11 attacks, but details of these are unknown.

AMERICA'S AIR DEFENDERS WERE SET TO FIGHT A 'SIMULATED AIR WAR' ON SEPTEMBER 11
Perhaps the most important exercise to consider is NORAD's exercise called "Vigilant Guardian." Close examination of this exercise is imperative due to the crucial role NORAD had to play in responding to the 9/11 attacks.
