A Russian government report, which corroborated allegations that Ronald Reagan’s presidential campaign interfered with President Jimmy Carter’s Iran-hostage negotiations in 1980, was apparently kept from the Democratic chairman of a congressional task force that investigated the charges a dozen years later.

Lee Hamilton, then a congressman from Indiana in charge of the task force, told me in a recent interview, “I don’t recall seeing it,” although he was the one who had requested Moscow’s cooperation in the first place and the extraordinary Russian report was addressed to him.

After the Carter Administration failed to secure the release of American hostages held by Iran, Carter lost the 1980 election to Reagan. Following this, evidence emerged, particularly during the Iran-Contra investigations, that Republicans and CIA operatives, including George H.W. Bush, William Casey and Robert Gates, had sabotaged Carter's negotiations with the Iranians and made their own deal for hostage release. Thus, the phrase 'October Surprise' was coined. The evidence and allegations mounted and eventually caused a crisis of legitimacy, and so a 'bi-partisan' Commission was appointed to 'investigate' the matter. It was chaired by Lee Hamilton, and in January, 1993 a report was released that pretended to 'debunk' the evidence that the October Surprise operation had in fact occurred. Investigative journalist/author Robert Parry, who had investigated these things at the time, has written an account of how the Commission operated under the direction of Hamilton.

A recent alert by the Social Security Administration announces that the agency plans to shut down its databases for maintenance from October 11 through October 13. While this might not sound like an election issue, it turns out that this could significantly impede registration of first-time voters as well as the re-registration of eligible citizens.

Here's why. A 2002 federal law, the Help America Vote Act, requires all states to "coordinate" their voter registration databases with the Social Security database (and state motor vehicle databases) for the purpose of processing new voter registration forms. For the millions of voters who do not have current driver's licenses and register using the last four digits of their Social Security numbers, state election officials are required to try to match their voter registration information against Social Security records. But if the Social Security database is down—as it will be for four days—they won't be able to do that. Across the country, the processing of these voter registration forms will grind to a halt for four days.

The Pentagon has ordered that raids on suspected terrorist targets within Pakistan be stepped up to pressurise al-Qaeda leaders and distract them from preparing attacks on American targets elsewhere.

"The aim is to disrupt their scope for planning and keep their leaders on the move so that it is more difficult for them to co-ordinate complicated plots," a senior US intelligence official told The Sunday Telegraph.

The operations launched from neighbouring Afghanistan have led to sharply increased tensions with Pakistan's armed forces since President George W.Bush recently authorised assaults involving "boots on the ground" without prior approval by Pakistan's government, a supposed US ally.

Steve Coll: AQ leaders, maybe because they spend a lot of time trapped and bored in safehouses, seem to be obsessed with calendars. They like anniversaries and they pay attention to elections abroad. So I'm sure they have the American election in mind. My last well-sourced conversation is a few weeks dated, but last I checked the US intel system was very quiet in terms of "chatter" or other indicators of any attack in the U.S. What seems more likely are more attacks against US-affiliated targets in the Pak-Afghan region, coupled with media tape releases, similar to Osama's election-eve video of 2004. They like to be heard at big moments in American politics, and this campaign is certainly such a moment.

17/07/08 "ICH" -- -You say you expected more rhetoric than reality from Senators Obama and McCain yesterday in their speeches on Iraq and Afghanistan? Well, that’s certainly what you got.

What I find nonetheless amazing is how they, and the pundits, have taken such little notice of the dramatic change in the political landscape occasioned by Iraqi Prime Minister Nouri al-Maliki’s bombshell on July 7 — his insistence on a “timetable” for withdrawal of US troops before any accord is reached on their staying past the turn of the year.

Responding to a question at his press conference yesterday, President George W. Bush showed that he was vaguely aware that the timetable is, as Robert Dreyfuss says (in Truthout, July 7), a “big deal.” Bush even alluded haltingly to the possibility of extending the UN mandate still further.

Does West want Bin Laden to appear?

This story appeared on Reuters today. The premise that the French intelligence report of Bin Laden's death is actually an attempt to "smoke him out" sounds rather odd in the mainstream press. I know it's a long shot, but I thought perhaps this story was building a premise for an October Surprise?

LONDON, Sept 24 (Reuters) - A leaked intelligence report of Osama bin Laden's death has met scepticism from Western and Muslim governments but may increase a clamour from his followers to show himself on video for the first time in nearly two years.

One theory surrounding the mysterious French leak is that it was designed precisely to flush the al Qaeda leader into the open, prompting him to release a new tape that might give a clue to his whereabouts and state of health.
