(CBS) NEW YORK The son of a 9/11 first responder who is in dire need of a lung transplant will have a front-row seat at tomorrow's State of the Union address. He's going to Washington as a special guest of Sen. Hillary Clinton to raise awareness about his father's illness, which is believed to be a direct result of the toxic air on the tragic day.

"I want to say to President Bush not to forget the World Trade Center victims. They are heroes, and they should be treated as such," Ceasar Borja Jr. told CBS 2. Borja says his critically ill father will be with him in spirit tomorrow when he attends the President's State of the Union speech. The 21-year-old college student will be wearing his NYPD father's uniform coat, his watch, and his pants.

"I'm representing him. I'm representing all the other heroes so I feel that it's fitting that I wear what they wear," he said.

WASHINGTON —  The Justice Department should administer a polygraph test to former National Security Adviser Sandy Berger to find out what documents he took from the National Archives in 2002 and 2003, Rep. Tom Davis wrote in a letter to Attorney General Alberto Gonzales dated Monday.

Davis, ranking Republican on the Committee on Oversight and Government Reform, is leading a group of 18 lawmakers who say the Justice Department has been "remarkably incurious" about Berger's decision to remove documents relating to the Sept. 11 commission's inquiry into his role in helping prevent terror attacks during the Clinton administration.

Mayor Michael Bloomberg is asking the courts to reverse a decision that would make the city pay medical bills for 9/11 first responders.

City lawyers are appealing a federal judge's order that the city compensate World Trade Center responders who've suffered health problems.

The city argues they should be immune from lawsuits under a state disaster act, so that emergency response isn't compromised by threats of future litigation.

The judge in the case has said he wants to pressure the city to move forward, and has demanded the city turn over data on all cleanup workers as well as the safety gear they were given.

Vermont's two U.S. senators and one congressman are not interested in urging a new investigation into the terrorist attacks on Sept. 11, 2001.

A Burlington group working through the fall and early winter gathered more than 1,350 signatures -- 5 percent of the city's registered voters -- to put an advisory question about 9/11 on the city's Town Meeting Day ballot.

The question asks whether Vermont's congressional delegation should be "advised to demand a new, thorough, and truly independent forensic investigation that fully addresses the many questions surrounding the tragic events of September 11, 2001."

Around 6 months ago, I decided, for no reason, to re-watch Donna Marsh O'Connor's speech in front of the United Nations on 9/11/2005. The first time I saw that speech, I was awestruck. I couldn't believe where the words were coming from. This was a 9/11 family member, holding up a picture of her lost daughter, standing in front of the United Nations, charging that Vice President Dick Cheney may have been responsible for 9/11.

I sent her an email at the time thanking her for her words. She responded, and that was the last time we corresponded for a long period of time.

Most members of this movement were just as taken back by Donna's speech as I was. You may be surprised to know that Donna received a lot of flack for that speech from people in her neighborhood.

Family, friends, and supporters held a vigil outside Mount Sinai hospital Thursday for a veteran police officer who is fighting for his life.

Ceasar Borja, 52, is suffering from pulmonary fibrosis and needs a lung transplant.

His family believes the 20-year veteran contracted the condition from his work at the World Trade Center site after 9/11. But doctors say they cannot confirm his condition was definitely caused by the air at the site.

At the vigil supporters called on the federal government to treat anyone who worked there after the attacks and got sick afterwards.

"To me it's outrageous that they would still say that, in this day and age with the evidence that they have now, that they don't know if it's from the World Trade Center," said Joseph Zadroga, who attended the vigil.

The 21 July bomb plot trial has heard from a former school friend of two of the defendants about how they first became interested in Islam.

Stephen Bentley went to school with Adel Yahya and also befriended Yassin Omar, who attended a different school.

Mr Bentley, a 26-year-old data analyst, said he had known both men since the age of 13.

He said they had shared a love of football and computer games.

Asked by Max Hill, prosecuting, what Mr Yahya was like as a youngster he said: "He was a very friendly guy, very into football, Arsenal fan. Very into computer games, boys' stuff, you know."

Mr Bentley, who was brought up in a Christian family, said after leaving school in north London he went to university and only came back to see his friends in the summer holidays.

He said both had become very interested in Islam and he said they had talked to him about the religion and even persuaded him to convert.

His family says Cesar Borja did not wear a respirator at Ground Zero because feds said the air was safe to breathe.

Under a jumble of gray wires and clear plastic tubes, Cesar Borja lies unconscious. A nurse checks the monitor at his bedside. The skin on his neck twitches.

Borja is in critical condition with pulmonary fibrosis, kept under sedation, unable to speak even if a breathing tube weren't in his mouth. His eyes are closed.

Beneath the medical hardware that keeps him alive, Borja, 52, still has a handsome, rugged face, topped with the short, spiky hair of a former soldier who never missed a day of work in his 20 years as a city cop.

WASHINGTON: The Bush administration has set up a secret war room where it is assembling evidence to prosecute high-ranking Qaeda suspects, including the accused mastermind of the September 2001 attacks, Khalid Shaikh Mohammed, government officials said this week.

The effort to sift the classified files of the Pentagon, FBI, CIA and other intelligence agencies amounts to the first concrete steps that the government has taken to press ahead with war crimes trials of high-level terror suspects under a plan announced by President George W. Bush in a speech last September.

At the time, Bush said that Mohammed and 13 other high-level terror suspects had been transferred from secret prisons around the world to the military detention center at Guantánamo Bay, Cuba, where they would be held pending trial.

The Burlington 9/11 group gathering signatures for a ballot question asking whether a new investigation into the terrorist attacks of September 11, 2001 on the World Trade Center and the Pentagon have met their quota.

Director of Elections Jo Lamarche said the group on Friday submitted the last of the 1,348 signatures of registered voters necessary to put the question before voters on Town Meeting Day.

The number is 5 percent of the 26,966 registered voters in the city. Lamarche said supporters of the question submitted a few more signatures than were required.

The question asks whether Vermont’s congressional delegation should be advised “to demand a new, thorough and truly independent forensic investigation” of the events of Sept. 11.

Marc Estrin, spokesman for the group which circulated the petition, said that so far as he knows the Burlington ballot question will be the first of its sort in the country. He and other supporters of the question say the official 9/11 Commission Report, released in 2004, failed to address numerous questions raised by members of the intelligence community, victims’ families, law enforcement and fire officials and others.

E-mails about the ballot question have flowed into the Free Press from around the country since late December. Virtually all of the e-mails have supported reopening the investigation.

"A U.S. Air Force AC-130 gunship attacked suspected al-Qaeda members in southern Somalia on Sunday, and U.S. sources said the operation may have hit a senior terrorist figure.

The strike took place near the Kenyan border, according to a senior officer at the Pentagon. Other sources said it was launched at night from the U.S. military facility in neighboring Djibouti. It was based on joint military-CIA intelligence and on information provided by Ethiopian and Kenyan military forces operating in the border area."

I find myself asking once again, Why Now?

Why is Somalia is getting bombed? I know the answer being provided, that we are hunting Al Qaeda. But we know that this administration is not remotely interested in hunting down Al Qaeda. Consider who our key ally is in the region or at least one of our key friends in the region and then tell me with a straight face we are hunting Al Qaeda and we are doing it now because it was suddenly needed.

A national conference focusing on conspiracy theories tied to the Sept. 11 terrorist attacks is coming to Chandler next month.

"We are taking the information one step further, and we want to raise accountability," said Eric D. Williams, a filmmaker and conference co-chairman.

The event, "9/11 Accountability Strategies & Solutions Conference," will feature 40 speakers and 30 films. It will be Feb. 23-25 at the Crowne Plaza San Marcos Golf Resort in Chandler.

"There are two conspiracy theories about 9/11, the government's and the other conspiracy theory," Williams said. "No matter whose theory you believe, no one has been held accountable."

The "other" theory is one that claims government complicity in the attacks.

Speakers include investigative journalist Jim Marrs, author of The Terror Conspiracy; Steven E. Jones, a retired physics professor at Brigham Young University who contends the World Trade Center collapse was a controlled demolition, and John Feal, president of the FealGood Foundation, a group advocating for first responders suffering health problems.

The terrorist attacks of Sept. 11 may have claimed still another Staten Island victim.

Frederick J. Stuck III, 49, a retired deputy sheriff and a first responder on Sept. 11, died yesterday at his Port Richmond home. His wife, Lou Ann, said the cause was esophageal cancer, which she believes resulted from exposure to the toxic dust clouds that have made thousands of New Yorkers sick.

When asked yesterday about her husband's experiences on Sept. 11, Mrs. Stuck's voice became strained. "I can't talk about this," she said. "This was the cause of the whole thing."

The couple's son, Frederick IV, said his father had responded immediately following the attacks and was part of a search for survivors at the former World Trade Center PATH station. For at least six weeks, he worked long hours in the rubble. He returned only briefly to Port Richmond during that time, coming home covered in the dust that smothered Lower Manhattan -- only to sleep and shower and return to Ground Zero.
