Pentagon investigation leader, Paul Mlakar, obstructed investigation in New Orleans, according to UC Berkeley professor

In October of 2007, a letter was written to Dr. William F. Marcuson, President of the American Society of Civil Engineers (ASCE), by Professor Raymond B. Seed of the of the UC Berkeley department of Civil and Environmental Engineering. Professor Seed was very concerned about the ASCE and obstruction of the investigation into the breakage of levees in New Orleans during Hurricane Katrina. That obstruction was coordinated by Dr. Paul Mlakar of the US Army Corps of Engineers (USACE), who claimed that his assignment was to "spar" with the independent investigators.

Mlakar is well known by independent investigators, as he was one of the four engineers who conducted the FEMA "investigation" into the bombing of the Murrah Building in Oklahoma City in 1995. The other three were Gene Corley, Charles Thornton, later of the NIST WTC Advisory Committee, and Mete Sozen, who has been a leading spokesman for the official story about the WTC.

Mlakar also led the ASCE investigation at the Pentagon after 9/11, along with Sozen.

Professor Seed, who led one of the independent investigations into the breaking of the levees in New Orleans after Hurricane Katrina, claimed that Paul Mlakar obstructed his investigation. Below are some relevant quotes from the letter, but the entire letter is well worth reading.

"These past two years, both the USACE and ASCE have been dishonored by the unacceptable, and even unfathomable, actions of a few. These are two of the most important civil engineering organizations in the world. If that cannot be reversed and repaired, and if recurrence cannot be prevented, then the ethics and the very soul of the Profession are in peril."

On the night of August 29, 2005, van Heerden was shut in at the state emergency center in Baton Rouge, providing technical advice to the rescue effort. As Hurricane Katrina came ashore, van Heerden and the State Police there were high-fiving it: Katrina missed the city of New Orleans, turning east.

What they did not know was that the levees had cracked. For crucial hours, the White House knew, but withheld the information that the levees of New Orleans had broken and that the city was about to drown. Bush's boys did not notify the State of the flood to come which would have allowed police to launch an emergency hunt for the thousands that remained stranded.

"Fifteen hundred people drowned. That's the bottom line," said van Heerden.

Task Force Points to $257,000 ASCE/FEMA Conflict of Interest with WTC collapse Investigation

Report: Engineering society needs ethics policy

NEW ORLEANS (AP) — A task force is calling on the American Society of Civil Engineers to come up with an ethics policy after critics raised questions about the group's probes of the World Trade Center collapse and the failure of New Orleans levees during Hurricane Katrina.

Critics say the probes, commissioned and funded by federal agencies, were more about covering up human and agency misdeeds than determining what went wrong with the failed structures.

Last month, the society's Task Force on Engineering Reviews said Reston, Va.-based ASCE should draw up an ethics policy to eliminate questions of possible conflicts of interest.

The panel started work after Raymond Seed, a levee expert with the University of California-Berkeley, sent a 42-page letter to ASCE in October 2007 accusing it of colluding with the Army Corps of Engineers to cover up engineering flaws found after Katrina struck in August 2005. Seed was on an independent levee investigation team funded by the National Science Foundation.

Someone to Watch Over Them

Congress now requires "peer review' of Corps of Engineers decisions,
but it does not require the Corps to heed the reviews" or the reviewers.

'They (the Corps) do have to do peer review under the law," says Garrett Graves, director of the Governor's Office of Coastal Affairs. "But there's nothing under the current plan that would prohibit them from doing a peer review, having the peer review come back and find major flaws, and the Corps simply ignoring [the review's findings]. There's no binding attribution to the peer review."

It has been suggested that Boehlert's task force might conclude that ASCE should no longer probe national disasters. The society also looked into the 9/11 collapse of the World Trade Center. If Boehlert's task force reaches that conclusion, it gives rise to other questions: Who should review the work of investigators? And, of more local significance, will the Corps ever be made to listen?
