When the terrorist attacks began on September 11, 2001, numerous U.S. intelligence agencies and facilities that should have been closely following the catastrophic events taking place in the skies over America were unaware that anything was wrong. Because of their particular responsibilities and their advanced capabilities, agencies such as the FBI and the National Security Agency (NSA) should have been among the first to learn the details of the crisis. But, instead, they were apparently in an information blackout, and their knowledge of the attacks was limited to what they could learn from television reports.
The fact that key intelligence agencies and facilities experienced this problem, and all at the same time, suggests that the information blackout may have been intentional--an act of sabotage committed by the perpetrators of the attacks. Such an act could have been intended to render these agencies and facilities useless when their services were urgently needed, thereby helping to ensure that the attacks were successful.
New 9/11 Timeline Entries: Hijacking Exercises, Air Force One's Movements, Laura Bush on Sept. 11, and More
From the History Commons Groups blog:
A large number of entries have been added to the Complete 9/11 Timeline at History Commons, most off which provide new details about the events of the day of September 11, 2001.
One new timeline entry describes a training exercise based on the scenario of a possible terrorist attack that was run on the morning of September 11 by the US Coast Guard in Tampa Bay, Florida, quite close to Sarasota, where the president was at the time. Another entry deals with a meeting scheduled to take place at the Pentagon that morning, regarding a planned "disaster exercise" at the nearby Navy Annex building.
An entry reveals that a number of FBI agents had, for reasons that are unknown, already arrived at the Navy Annex when the Pentagon was hit. Later on, the Navy set up a new command center at the Navy Annex, after its original command center was destroyed in the Pentagon attack.
Several entries describe the futile attempts of intelligence officers at NORAD's Northeast Air Defense Sector (NEADS) to obtain information about the first hijacking. After learning of the hijacking, a NEADS intelligence officer called the FBI's Strategic Information and Operations Center and the National Military Joint Intelligence Center at the Pentagon, but neither of them could provide any information. Searches on the SIPRNET--the US military Internet system--also revealed nothing. Furthermore, the threat briefing at NEADS that morning had included no indication of an increase in the terrorist threat level.
Some NEADS personnel have said they were monitoring Flight 93 long before the time at which the 9/11 Commission concluded the military was first alerted to this hijacked aircraft. Also, a commander at NEADS complained that an officer from the NEADS battle cab had come down to the operations floor, where he had been "circumventing my system." What is more, NEADS personnel only learned that the president's plane, Air Force One, was airborne about half an hour after it took off from Sarasota.
- Major James Fox, Northeast Air Defense Sector, September 11, 2001
Key military personnel who were responsible for protecting the U.S. against the 9/11 attacks may have been seriously hindered in their ability to respond because of a large-scale air defense exercise they were participating in when the attacks occurred. Evidence indicates that the personnel, whose responsibilities included ordering fighter jets into the air to intercept the hijacked planes, were unclear about what was "real-world" and what was "exercise." They may have been led to believe that the terrorist attacks were just simulated scenarios.
These individuals worked at the Northeast Air Defense Sector (NEADS) in Rome, New York. Audio recordings of the operations floor at NEADS reveal staffers suggesting that the catastrophic events of September 11, 2001 could have been part of the exercise. They sometimes even made jokes and laughed about what was taking place, further indicating that they were mistaking actual events for exercise simulations. Even senior commanding officers have admitted wondering if the terrorist attacks were part of the exercise.
And while staffers sometimes apparently made clear that an event was unconnected to the exercise by referring to it as being "real-world," there is evidence that the term "real-world" may in fact be a way to describe live events played out within an exercise, perhaps involving real aircraft getting airborne, rather than just hypothetical scenarios.
Furthermore, NEADS personnel previously participated in exercises that included scenarios resembling the 9/11 attacks, such as plane hijackings and aircraft being crashed into skyscrapers in New York, and this could have increased the likelihood that they would mistake the events of September 11 for exercise simulations.
Although much remains speculative, the available evidence raises serious questions about whether the exercise at NEADS on September 11 was a deliberate tactic used to hinder skilled and dedicated professionals, thereby preventing them from stopping the terrorist attacks.
Colonel Robert Marr was the battle commander at NEADS on September 11, 2001. During the 911-events he was in the "battle-cab". In a different location was the so called "operational floor". The "norad-tapes" are from this "operational floor".
Marr had an important and responsible position on 911 and was interviewed on October 27, 2003, by the 911-Commission staff. In this interview Marr gave some extraordinary statements. On January 24, 2004, he was interviewed a second time, where he gave contradictory statements.
On July 7th, 2011 Miles Kara, researcher and former staff member of the 9/11 Commission, wrote a response to my film "Inside 9/11 - Hijacking the air defense":
Here is my answer to him - as an open letter.
Dear Miles Kara,
a reader pointed me to your response on my film "Inside 9/11 - Hijacking the air defense". First I want to thank you for taking the time for a closer look on this. I put this as an open letter, going out to several other researchers as well. My principal aim is to promote an open discussion about this issue and your response is a very welcome step in this process.
Here is a short video by the German freelance journalist and author Paul Schreyer, based on his new book Inside 9/11, which "contains a short summary of the publicly available--but still widely unnoticed--evidence for a supposed attempt to obstruct the air defense on September 11th, 2001." The video focuses in particular on the actions of Colonel Robert Marr, the battle commander at NEADS on September 11, 2001.
Hopefully an English translation of Schreyer's book will be published at some point.

'Let's Get Rid of This Goddamn Sim': How NORAD Radar Screens Displayed False Tracks All Through the 9/11 Attacks
Military personnel responsible for defending U.S. airspace had false tracks displayed on their radar screens throughout the entire duration of the 9/11 attacks, as part of the simulation for a training exercise being conducted that day. Technicians at NORAD's Northeast Air Defense Sector (NEADS) were still receiving the simulated radar information around the time the third attack, on the Pentagon, took place. Those at NORAD's operations center in Cheyenne Mountain, Colorado, were still receiving it several minutes after United Airlines Flight 93 apparently crashed in rural Pennsylvania.
No one has investigated why false tracks continued being injected onto NORAD radar screens long after the U.S. military was alerted to the real-world crisis taking place that morning. And yet we surely need to know more about these simulated "inputs" and what effect they had on the military's ability to respond to the 9/11 attacks.

Documents newly found at the National Archives show that in the weeks before the 9/11 Commission issued a subpoena for tapes of events at the Northeast Air Defense Sector (NEADS) on the day of the attacks, it told the military not to send some or all of them to the commission. The documents are internal commission e-mails and a memo, as well as communications between the commission and the military. They were found at the National Archives by History Commons contributor Erik Larson (a.k.a. paxvector) and posted to the 9/11 Document Archive at Scribd.
Another year has passed, and we find ourselves reflecting on the events of September 11th, 2001. Throughout this past year, large strides have been made in the Movement's efforts to bring both closure and much-needed answers surrounding that day to all of those that were affected. The year 2009 brings a new version of our film: Loose Change 9/11 - An American Coup, narrated by Daniel Sunjata. Sunjata’s participation in American Coup provides not just a new voice for the film, but also establishes him as a strong and unwavering spokesperson for the 9/11 Truth Movement, who has even gone so far as to defend his beliefs as the character Franco in the fifth season of FX’s Rescue Me.
I was going back through the NEADS tapes we released in 2007 and discovered something a little strange ...

American one one. (Roundtree to New York) Yes it is, (right now he's primary only.)
Do you have Mode 3 or anything? Or a location? (Fm not showing anything, no.) Lat

If you input that Lat/Long into Google Maps ...
I made YouTube videos of three calls on the NEADS tapes (channel 7). They are calls by Boston Center military liaison Colin Scoggins to NEADS about "Phantom Flight 11." The first two are mentioned in the 9/11 Commission report, but the third one isn't, so I guess that's the one that's really interesting. ;)
(audio links below the fold)
I've been listening to the NEADS tapes again and I came across this:
At about 9:16 one of the operators says, "Be careful what we say on the loop, because these are being recorded and these tapes will be handed over."
This is from tape 15, about 38:00.
I finally found something interesting on the NEADS tapes and made it into a YouTube clip. It is when they learn of the second hijack. They think it's funny and make jokes.
I don't know what this means, but it just stood out for me, so I put it up.
This comes from DNotice.org, in a piece entitled 'The NORAD Papers III,' which follows two other informative reports from them about NORAD that people have submitted to 911bloggger.
Their article begins:
In The NORAD Papers and The NORAD Papers II we learned from government/military documents, media reports, university curricula, etc. dating from before 1995 to 1999 that NORAD since its founding in 1958 was tasked with three missions:
1. surveillance and control of the airspace covering the United States and Canada;
2. providing the NCAs [National Command Authorities] with tactical warning and attack assessment of an aerospace attack against North America; and
3. providing an appropriate response to any form of an air attack.1
The Officiial Excuse for 9/11, 'Failure To Imagine' Excuse Debunked!
The Bush Administration offered up the 'failure to imagine' excuse for the response to 9/11.
President Bush: "We knew he [Osama bin Laden] had designs on us, we knew he hated us. But there was nobody in our government, and I don't think [in] the prior government, that could envision flying airplanes into buildings on such a massive scale," he said.
Well according to NORAD's own statements, Project Positive Force, a Special Operations unit tasked with thinking like a terrorist and how they might attack the United States, "imagined" that a hijacked plane would be crashed into the Pentagon.
Terry Ropes, the Special Operations officier, defended the idea, but Pacific Command thought it was too unrealistic. Numerous warnings in the late 1990's also included a possible plot to fly an explosive laden aircraft into an American city.
The information contained in the explosive report, also discusses NORAD's regular intercept exercises of hijack aircraft prior to 9/11!

Soon, we will be seven years away from an event scorched into our collective consciousness, (and collective unconscious), but for those of us who have taken the time to revisit that day in our memories and in various forms of media: audio, video, the written word... it hasn't put seven years of distance between us and 9/11, rather, 9/11 has become a historical event known in intimate detail by students in a global, open-university setting.

This came up this week. I think it's quite important and shows why the 9/11 Commission believes its story of the day of 9/11 (I don't by the way).
Late October 2003: 9/11 Commission’s Tour of NEADS Facility Suspended Over Discrepancies
Several months into its investigation, the 9/11 Commission is already dissatisfied with the Department of Defense (see July 8, 2003). When its staff take a tour of a Northeast Air Defense Sector facility in Rome, New York, which helped coordinate the air defense on the day of 9/11, the staff enter the operations room, which has “more than twenty banks of operators: some weapons controllers and some flight controllers.” The staff find that the operators’ conversations are always tape-recorded, but the tapes for 9/11 have not yet been sent to the commission and, according to Commission Chairman Tom Kean and Vice-Chairman Lee Hamilton, “there were also discrepancies between things NORAD was telling [the commission] about their performance on the morning of September—things that the agency had stated publicly after 9/11—and the story told by the limited tapes and documents the commission had received.” Upon learning of the existence of the tapes, team leader John Farmer immediately suspends the tour and the interviews and flies to meet Kean in New Jersey. The commission subsequently subpoenas NORAD for the tapes (see October-November 2003), but, according to Kean and Hamilton, this means that “the staff had lost so much time that our hearing on the 9/11 story in the skies was postponed for months. Indeed, the delays from NORAD and the FAA made it highly unlikely that the team could complete its work as scheduled.” [Kean and Hamilton, 2006, pp. 85-88] Chapter 1 of the commission’s final report will draw heavily on the tapes. [9/11 Commission, 7/24/2004, pp. 1-46] However, the commission does not make the same effort with all day of 9/11 recordings. For example, it does not even find out which person(s) from the Department of Defense participated in a White House video conference chaired by counter-terrorism “tsar” Richard Clarke during the attacks.
